Cloud Computing or the provision of Software as a Service (SaaS) has emerged as part of a prominent trend towards Internet-based automated services, particularly in the enterprise software space. This licensing model reduces the strain on IT budgets and can ultimately reduce the total cost of ownership due to scale, focus and experience. However, despite this, there are many reasons why in-house IT management or  a perpetual licensing model is still a popular choice in the purchase and deployment risk, event and compliance management software.

Cloud computing involves the delivery of SaaS hosted services over the Internet. A cloud service has three distinct characteristics. It is sold on demand; it is elastic (a user can have as much or as little of a service as they want at any given time); and the service is fully managed by the provider (the consumer needs nothing but a personal computer and Internet access).

In-house IT management is based on perpetual licensing and hosting, whereby an organisation purchases the right to use the software and internally bears the cost of hardware, people services such as IT professionals, and the costs and risk associated with designing and maintaining a secure system to protect the software from unauthorised use. 

Although organisations may be aware of these licensing options, many decision makers do not have a clear and in-depth understanding of what they entail.
